Cannot use my new elitebook due to bios..

I just bought this computer and I feel like I just got screwed ... Spent a whole lot of money to find out there's a BIOS password and I do not know how to get past it considering there is the sure start stuff on there as well

Is the noteobook used or new ?

(A) used: Ask previous owner

(b) new: HP defaults no passwords !
