Just wondering if I can upgrade my C port to a Thunderbolt 3 on my HP Probook 450 G8 laptop. I purchased a Sandisk pro cf sd card reader and it will not work on my laptop without the thunderbolt 3 port?

Sorry no, you can't upgrade to Thunderbolt™ 3 port. Your machine has a good  MicroSD Card reader (supports SD, SDHC, and SDXC). Can you move files from CF card to a microSD (or simply to HDD) using same device which created CF card ?
