How to buy a Dev One laptop from Canada

I would like to buy the HP Dev One laptop, but I am in Canada and HP does ship this product yet in Canada. I was considering buying the same product with Windows instead. Is it possible? Is the same laptop offered with Windows? What is the model name for the Windows version?

this HP Dev One is specially designed for developers and it is only available with Linux (Pop OS) operating system.

Of course, it would be just as possible to install a Windows operating system, in which case all drivers from HP must be available, but that is not certain. Furthermore, all OpenSource programs must be post-installed. The purpose of the notebook is to have a good tool for development, just under Linux...
