how do you type a degree symbol on a hp elite book without a number pad? I tried fn+alt 0176 ...nothing.

Have you tried Num Lock and using the letter keys with numbers on them?

 

The ProBooks by my desk have that feature, if I knew the model of the EliteBook I could verify that it's keyboard also had a numeric pad hidden in the letter keys.
