Hp Elitebook Revolve 810 Can't Boot Keeps Showing ME in Recovery Mode

Example: Elitebook Revolve 810
Microsoft Windows 10 (64-bit)

The Notebook takes forever to boot and never quite makes it. Sometimes pressing ENTER when the HP logo appears at startup helps by showing options for the F keys and pressing ENTER again as listed in the options executes startup successfully

 

But pressing ENTER doesn't always bring up the options, especially if the Notebook has been switched off for a while, then pressing enter only brings up a dark shiny screen.

 

This is really weird behavior. Someone please help with solution how to get this thing to boot up like a regular computer!
