Personally, I'd go with the Elitebook.
I'd always go with the business-class Elitebook over a consumer-class product.
The one negative thing about both of them is they both come with onboard memory..
32 GB of memory is fine, but if the memory fails, the motherboard will have to be replaced instead of installing a replacement memory module like you can do on most notebooks.
Maybe that's the way things are headed nowadays.

Unfortunately, that information is not available.
The only thing we can tell you is that the model series supports NVMe 4 x 4 SSD's.
The parts list for the product number you posted provides the HP part number for the SSD:
N23415-001 | SKO-SSD 1TB 2280 PCIe-4x4 TLC M.2 SED |
Googling the part number provides no useful information.
If you own the notebook, you can use the free Crystaldiskmark 8 utility to check the speed of the disk.
CrystalDiskMark 8.0.0 - Crystal Dew World [en] (crystalmark.info)
The first line of the report provides the information that would closely match the SSD's maximum read/write speeds.

I think the HP Dragonfly 13.5 inch G4 819Z6EA ram is on the motherboard.
Is there a model that you know of and can recommend that is in the upper segment with a touch screen?

Are you solely interested in an x360 type notebook?
I am not familiar with what HP has for those.
There is an Elitebook 840 G10 which is a standard high-end business class notebook, has removable memory and can have a touchscreen, but they all don't come standard with one.
