Hp elitebook 1040 lights blinking on power button, caps lock, and charge port, will not let me turn

So, from the title, I explained what's happening. Left on the charger all night. The next morning the power button, caps lock key, and charge port has a blinking light, they are all white. The screen is black. What's weird is that if I hold down the power button to try and shut it off, it won't do anything. I have an internal battery, so I removed the back and unplugged it. When i plugged it back in, went right back to what it was doing. I unhooked the small battery. CMOS? Held down the power for both unplugs for 30 seconds, still went right back to what it was doing. I ordered a new charger to see if that was the problem. No luck. What's weird to is that the pattern of lights I read should tell you something, but when the charger is unplugged it's a constant steady blink, but when the charger is in, it's a 1 long blink, 2 fast blink pattern? One other thing is I was trying to reset the bios, but hp doesn't show to offer an updated bios or anything to replace it. Even when I tried to download one for windows 7 instead of 10, it gave me an error. From what I read, it's because I'm trying to do it from a non hp laptop. Wondering if that is true? Any help would be greatly appreciated. Scratching my head here! Thank you!
