Yes, at least from my previous experience. I had a client call me about his Elitebook that after about a year, one of the keys fell off. As he lived at the other end of the country (I'm in Montreal, he is in Vancouver), I called up HP and they arranged for a tech to pass by his place and HP replaced it on site. He was very pleased and now always insists I get his firm only HP products.
Follow up...
Now one of their new Elitebooks (850G7) has the USB ports fail (see my other thread) and HP is asking $1218 to replace the motherboard claiming 'spillage'. My client is a lawyer and his firm never eats or drinks near any computers. HP even sent me questionable photos of supposed damage. To me (an electrical engineer 30+ yr experience), those photos show a faulty board with burnt ICs.
Initally HP offered to send me a new motherboard if I can change it myself (I can), but I took their offer to do the work for me.
That was my mistake.
So, if HP offers to send you a new keyboard, take up their offer and do it yourself. Check out Youtube. Most people can do this themselves.
Good luck
