My laptop can no longer reach 15tdp when unplugged or charging . I did a benchmark with throttlestop and it maxes at 11-12W even when set to best performance in Windows. It previously got to 15W on battery and 25 when plugged in but now neither is attainable.No thermal throttling seems to be happening, temperature is at 72°C and max 84 °c. This is limiting performance, how can I fix it ? I tried BIOS downgrade but no success please help me. HP support assistant says battery is ok and charging and both battery and ac test pass in the BIOS system diagnosis. Please help me .

everything is fine now, I did a BIOS downgrade and everything is working properly now. Windows updated the BIOS but the issue is gone.

It seemed to have fixed itself! I did a BIOS downgrade but it didn't  seem to work, I plugged in the charger and did a benchmark with throttlestop and it was working perfectly, pulling full 25W all day and my temps reaching 98  degrees again, Windows updated the BIOS and restarted and it still  pulls 25W and clocks going up to 4GHz. Maybe it fixed itself, maybe something I did but I have no issues now.
