Laptop running wild when sleep and closed and packed in bag

Dear Community

I am encountering huge issues: laptop often runs hot, doesn't shut off when inactive

-- in the settings it is instructed to do none of these things

laptop keeps ignoring every type of "behavior as expected"

How can it ignore all the settings that are clearly set at the system level ? Is it possible, that HP bloatware corrupts the product?

I am very happy for any hints, my battery must be already worn down like crazy from so much heat and idling
