I am trying to understand why A the second laptop I bought is taking so long to get here while the first arrived a month ago (both were ordered at the same time). And now that its finally shipping, it hits the US and is showing "up for clearance" what the h*ll may I ask is going on? We are frustrated with the delays, but this just makes us think it just "fell off the truck" if you get what I'm saying...

We are fellow HP users/hobbyists just like yourself, so this Forum is likely not going to provide you with the answer(s) you are looking for.
Having said that, the issue you are probably dealing with -from my personal point of view, mind you, is that certain retailers are less than transparent when it comes to providing reliable shipping/delivery dates like Amazon and other reputable eCommerce sites. You probably knew that before you made the purchase.
Anyway, all you can do is keep your fingers crossed and hope your laptop will show up
