Operating System: Microsoft Windows 8.1 (64-bit)

Today i try to install security manager which i downloaded from the site,but this net frame error interrupted with the installation.how  can i solve ?

 

I have WWAN device which works very well but when insect a chip in my sim slot and and try to run the driver[qualcom gobi 200] it tells me i don't have the  device. how can i solve that too?
