When the laptop start up there is nothing showing on the screen (blank screen) and the processor fan is running full speed.

I do not have a solid solution --
I have a possible stop-gap to get your system back on its feet (sort of).
What?
My system - same model - collapsed in exactly the same way a while back --
I've not corrected the underlying issue.
Hypothesis
After all the hassle, I believe it's a rogue Update that was issued (and installed on my system successfully) in April - Update is known to have issues - Regardless, silly thing should never have tried to install again in July) -- Meh.
When this first happened, and after some pounding and a couple of failed restarts, I managed to get system up into UEFI -- I ran hours and hours of hardware diagnostics on it - All clean - the system is solid.
What to do?
Unplug all except the power -
Press and Hold the Power button until the system goes quiet (controlled crash).
Wait a minute.
Boot normally.
If the system boots up and you can get signed in, do that.
Dragon Opinion
At least while the system is not at its best, perhaps make sure that "Fast Start" is switched OFF.
Personal Choice
Control Panel > icon view > Power Options
Choose what the power buttons do
Click Change settings that are currently unavailable
Remove Check (clear box) Turn on fast startup (recommended)
Save Changes
And...
Open Settings > Windows Update
Shut off / Pause Updates
What next?
I don't generally contact HP Support unless I'm sure I have a hardware problem.
This is not -- in my opinion -- hardware.
Personal choice.
At some point, I'm going to reload the OS.
For now, I've left the Windows Updates Paused -- the system is happy to run that way.
Like I said, it is a work around.
I have no idea whether you can regain control of the system.
I suggest that if you decide to contact HP Support that you perhaps try to run the hardware diagnostics - HP Support is fond of tests -- they must be convinced of the type of problem. After the tests, perhaps put a copy of the results on a USB drive.
Also,
If your data is not backed up, do that.
