Hi, Clayton:
The error code reported, Hard Disk 1 Quick Test Failure, means that the hard drive needs to be replaced and the operating system reinstalled.
Below is the link to the service manual for your notebook. The hard drive R & R procedure can be found in chapter 5.

After you replace the hard drive you can use the HP cloud recovery client tool to reinstall W10.

You may want to consider replacing the failed mechanical hard drive with a better performing, normally more reliable solid state drive.
