USB ports on dock not recognized Dock is new out of the box and I have this issue on multiple PC's and Docking Stations.

If this is occurring on multiple PC's and docks (especially out of box), then the chance of it being a hardware issue is very slim, therefore I would concentrate on the software/drivers.
Given the information provided, I would start here:
1. Check for any conflicts in Device Manager.
2. Make sure the latest Intel Chipset, Intel Management Engine, Intel USB, and/or Intel Serial IO drivers for your laptop have been downloaded from HP.com and installed (search on your laptop model and operating system to find list of applicable drivers).
