Probook 430 G7

I am having an issue with throughput charging on my device, when plugging a 45W USB-C charging cable into a PNY A-2UF-2TC-K01-RB and inserting that into the USB-C port on the laptop. The power led is blinking about 5 times before turning off and the device is not charging. (I checked the diagnostics that HP provide but they do not have an explanation for a blinking power LED). 

 

I have tested the PNY device and when unplugged from the Probook, it is being delivered power to the adapter, the LAN lights are coming on and I have tried plugging it into my mobile and it does also charge that. So I have ruled out this as a problem.

 

Is there something on the Probook that is blocking it from charging? If I plug the 45w charger directly into the probook it charges it so I don't see how having this device in is creating a problem.
