Hello.
Check whether the touchpad works in the BIOS settings. After powering on your laptop, keep hitting F10 when HP Logo is shown. You will end up in the BIOS settings where you should be able to move the mouse pointer with the touchpad. Do not change any settings there unless you know what you are doing.
If the touchpad does not work in BIOS, then either the touchpad itself is broken, the touchpad cable is broken, or the touchpad cable has disconnected. The Maintenance and Service Guide for Zbook 15 G3 shows how the touchpad is replaced and the cables connected. It also lists the spare part product numbers. If you are hesitant to open your laptop and dabble with the insides, I recommend taking your laptop to a local HP Service center for the professionals to check it out.
If touchpad works in BIOS settings, then your Windows installation has some odd problems.
Does the Touchstick work? (the nipple between G/H/B letters).
