Operating System: Microsoft Windows 11

Any bluetooth headphones that I connect for the first time, the volume is perfect, I can jam to loud music at 90%. But, once I reconnected the same headphones, the volume drops and at 100% volume, the music is still low. I did the "Remove Device" and pairing again, that does not work as well.

 

I experienced the sequence of the same issue twice as I'm using company's laptop and I've changed to a new one after I complained about the issue to the IT department. Changing the laptop does not resolve the issue so I'm guessing it might be HP's software's issue.
