I just bought a refurbished HP Zbook 15 G2 Mobile Workstation laptop and keep getting a message on boot up: WARNING! PC is not committed (or something other than PC), but how can it be fixed? I know the laptop didn't originally come with Windows 10 because I had to finish setting it up.

This is not related to Windows or software. This is a branding/systemboard issue. Usually occurs when the board is being replaced. Your PC's systemboard may have been replaced from the original one.
There is a specific HP internal tool which is used to commit and lock the system board once replaced - this has not been done in your case.
- You can contact HP support and depending on your unit warranty and service regulations , this could be resolved by rebranding the machine.

- Service fee may be applied to resolve the issue
