Hello,
I have an elitebook 1050 with "HP Bundled Hardware Offsite Support" which is still active, and its usb c (thunderbolt) ports stopped outputting video via usb-c to displayport cable, which works correctly with other devices. This laptop was bought in the US, and I assume it's covered by American warranty (or does "global coverage" imply local warranty only?), but I'm currently in Russia. I brought it in to a local authorized HP repair shop, and after two weeks of diagnosing they called me back to ask what cable I use. When I said it's not an official HP accessory, they claim my case could be out of warranty because it's damage caused by an unofficial accessory. Is that a valid reason to void warranty? Does it mean I can use only HP's own cables to connect anything to my laptop in the future if I want to have my warranty intact?

Also I called local hp support number and they told me my extended warranty "is bundled warranty, so it's not a care pack", so limited warranty conditions apply to it. However, from what I could find on the internet, the limited warranty is supposed to be the 1 year manufacturer warranty, and the bundle for this model is supposed to be "3 Years HP Care Pack Pick-Up and Return Service for Travelers", so it's a care pack. So where's the truth, what type of warranty it is?
I tried contacting US support via chat to find out what type of warranty it is and what conditions apply to it but all they could say is that I simply have a global warranty and that i should contact local support.

The info you got from HP in the US is correct -- the different warranties require you contact different HP locations. The US location is unable to assist you with Global Warranty issues.
