What good is Care Pack if they don't answer the phone!

Anyone know how to get a hold of HP Premium Care Pack support? I call the phone number and it literally says "we can't answer your call at this time." 

There isn't an option to chat with them, or email them that I can find.

Does anyone have suggestions? My manufacturer warranty expired and I need to get a hardware repair scheduled!
