Booting from hard drive on Z240

HP Recommended
HP Z240 Tower Workstation
Linux

I can't force my workstation to boot from the hard drive. It boots from USB without a problem, then I can install a system on the drive without a problem, but it won't boot, even though the system booted from USB detects the system on the drive. I have tried UEFI with GPT and legacy BIOS with MBR, with legacy enabled, secure and fast boot disabled. Hard drive check passes. Choosing the drive as boot device explicitly does not help - it falls back to network boot or displays "no boot device" error message if I disable network boot.
