Hi, my desktop is completely broken, unable to load beyond signing in. I did the built in boot diagnostics and failed the memory extensive check. I understand some hardware must be faulty but I'm unsure what part. It gave me failure code 9C78RH-ALTC08-QFFV5G-40C903 and said it was RAM but I tried independently testing my two RAM strips and both ended up the same way. Could anyone knowledgeable please help me.

The HP failure code website also indicates faulty memory:

HP Memory Test has identified a critical failure in your system that requires repair.

IMPORTANT: A memory module (RAM) is not working and may need to be replaced. Remove any added memory and re-test.
 
It is unlikely that both chips are no good (however not impossible), but other than the motherboard having failed, unfortunately, I don't know what else it could be.
 
You may want to buy an 8 GB DDR4-3200 memory chip and see if that fixes the problem.
 
The parts list for your PC indicates that you need this memory part number and description:
