This was working fine. I cleaned the dust out of it with air and it ran fine. Then it tossed up 517 error about a month later. I replaced all 3 fans today with brand new ones from the factory in China. Still got the 517 error. The assembly appears to seat properly. Panel goes on and everything. I mean, between this starting and the last time the case had been open, everything was fine. Then I reboot to install openSuSE Leap 15.x and I start seeing the 517 error.
I'm not going to install Windows to run some diagnostics program. Professionals don't use Microsoft products.

actually professionals use whatever is necessary to get the job done...............
i would recommend installing the HP Performance Advisor Software
https://www.hp.com/us-en/workstations/performance-advisor.html
and run it under a windows live CD, to query the system fans operation
You could transform the Windows 10 ISO to Live Windows (or Windows To Go) using the program WinToUSB
or use a linux based app to query each fan sensor and then determine which sensor maps to what fan which is more troublesome than the HP's graphical advisor software
this will show which fan is spinning slow or not at all during operation
btw, 517 error is for the memory fans in the main black cooling shroud which i believe you are already aware of
