Hello,
we purchased the HP Dual Port Thunderbolt 3 PCIe AiC, the card is installed in an Aplex Panel PC VIPAC-915-R, the O.S. is Windows 10 IoT.
I would like to understand if this card is only compatible with HP PC or not, in fact the card is not detected in the device manager of Windows 10, is this normal? Are there any drivers and software for this card?
At the moment the only test i could do was to connect a USB type-c cable from Thunderbolt to a smartphone, and in fact the battery charge of the mobile phone is activated.

the HP TBolt 3 card is based off the Intel reference board design (like many/most other cards)
all TBolt cards REQUIRE a cable from the card to the motherboard's TBolt header and different motherboards use different TBolt pinouts
next there is the issue of the TBolt card's firmware, there is no guarantee that the HP firmware on the HP TBolt card is going to be fully compatible with your motherboards bios. (assuming the motherboard actually supports TBolt)
Only motherboards with a chipset that supports Thunderbolt can actually incorporate a Thunderbolt card. If your motherboard is older or doesn't indicate support for Thunderbolt, then you won't be able to install a card to get a Thunderbolt connector on your computer.
you should have first decided on a motherboard/system and then ASKED the board maker or system interrater if the chosen item supported Thunderbolt 3, and if so what card was recommended
your current ready, fire, aim method of procuring a working thunderbolt setup rarely works out
the usb-c charging port feature on the TBolt card is not really part of Thunderbolt, it follows a different hardware design and is separate device
