Just a couple of control questions for the troubleshooting...
Am I wright to assume that there's no "transport foam" left in the case?
Have you opened the case?
Have you tried to disconnect and reconnect the fans?
Are all the fans spinning?
Based on the error message, It seems like someone else had the same problem before you...
Did you buy it brand new or used?

Are all the fans spinning? - PCs on a on guarantee and I am cant perform such actions

There should be quite obvious screws on the backside to get in to it.
But if you don't feel comfortable opening it your self to poke around, maybe your'e better of returning it to where you bought it...
If it's in warranty, it shouldn't be a problem to get it fixed or replaced.
