After windows 7 restore, no usb storage devices were available. A recovery suggestion said disconnect power and all devices and remove battery for 20 minutes.
When I come back up I get HP BIOS logo showing v02.99 version and "Press any key for Option ROM Messages" and "Press the ESC key for Startup Menu".
It goes no further without action (key strokes).
Pressing ESC brings screen with title "Startup" in lower right with no screen content. Press PF10 brings screen with title "Setup" in lower right with no screen content. Press CNTL+P brings screen with title "MEBx setup" in lower right with no other screen content. pressing 'any key' leaves screen blank.
Disconnecting HDD or leaving bootable USB stick in and powering on gives same symptoms. All solutions I find involve using content from these menu's where I can't get more than title.

the restore did not fully compleate it seems based on what you are describing this can be caused by virus's. malware or a failing drive (or other things) the point is that you have a non booting disk
Does safe mode work?
if you can still access the bios see if the OS restore option is there, if not you will need a HP branded windows 7 disk from somewhere (like ebay) using a HP oem disk will install and self activate windows 7, a non HP disk will require you to enter in a windows 7 serial for activation

Thanks for your look at this.
Restore and circumstances were mentioned as background on why mobo battery was removed.
(non-)Functionality is the same with
1: restored HDD, actually an SSD (was to a brand new SSD)
2: the SSD with two year old image I was on before restore (that did NOT have the "all USB Storage devices inaccessible" problem)
3: with bootable USB win7recovery image stick (both with and without any system SSD connected)
4: with win7recovery CD inserted
I only get as far into BIOS as I described in detail in original post, so it is before it's looking for an os to boot, and something appears to be wrong with BIOS so I can't even get into BIOS menu content beyond the 'title' of the menu I expect to be on.
BIOS worked fine before mobo battery was removed, so I imagine I need recovery action that would customarily be performed when that happens (i.e. dead mobo battery). I've since tried hitting the clear CMOS button on mobo for 10 seconds (with battery present but AC and all cords disconnected) and symptoms remain exactly the same.
When a BIOS is not functional enough to do anything and doesn't make it to any kind of bootable device connected, is there some sort of 'factory reset' to recover some sort of BIOS functionality?

i suspect a bios setting or a bad drive, please try both things below and let us know the results so we can cross of things from the suspect list
power on, enter the bios, under the Hard drive and boot menus do you see a drive listed?
does the bios see the original drive in it's setup screen?
do you have a spare drive that can be connected just to see if the computers bios registers the drive

Any bios menu I try and enter by keystroke, including setup, I only getting as far as seeing the title eg 'Setup' in bottm right of screen but no other screen content, so i can't alter any bios setting, . this is for ALL bios menus, including boot (F9) menu where I would pick a boot device. Expected bios action keys jump between menu's as expected but each menu is blank other than it's title. Origininal post describes all I can do with bios. Leaving for day shortly, so delayed response to posts within next 7 hours..
