I would try that... but I don't have the Intel Management Engine Operating on my Computer.  I disabled AMT in the BIOS, so I don't need a driver for it.  In my frustration and I enjoy using Microsoft's Insider Program, I installed Windows 20H1 or build 18945 prerelease.  Performance Advisor works perfectly now.  I have contacted HP support over this issue and their test rig is working perfectly with 1903, but it crashes my unit.  The question I have is which version of 1903 are they using... I know HP has it's own OEM version of Windows  vs the retail version that we download from Microsoft.  I may be different enough to not cause crashes on their test rig that I and others have experienced.  HP Recovery Cloud is still issuing build 1809, so getting a HP image isn't possible right now.  I believe they are going to release it when 1909 comes out.  But, 20H1works perfectly.

your workaround did not worked for me  ...

PA still crashing the hole system ... like told be for: like  a power line fail ...

still waiting for an win10 1903 supported PA ... please HP resolve it.

I just install a fresh 1903 then Intel ME driver application and HPPA, these are just enough to replicate problem.

Looks like it is more complicated than I thought and you have found other things to trigger the problem.

What’s odd is I’m presently using the Windows 10 Insiders build 18956.1000 (20H2) and PA is working perfectly with it. No problems of any kind. It reports itself as a Windows10 build of 1903... even though it is 20H2. 
Something is different about the current release version of Windows 1903 (19H1)... even when it was a pre release... PA crashed. No problems with PA in versions 1809 or 20H2 ... why only in build 1903 (19H1) is their a problem with Performance Advisor.

I was trying to see if anything has changed with PA and windows 1903.  Sadly... no.  PA still crashes the computer soon as it is launched.  With the insiders version of 20H1... it works perfectly.   I'm currently using build 18963.1000... I tried version 18965.1005, but its buggy, and18963.1000 is very fast and stable.  The big question is why the 1903 commercial release is giving PA fits and 1903 Insiders Preview (20H2) works perfectly.  I could be mistaken with my next suggestion, it has been a long time since I tried it.  I installed build 1809 with out installing any C++ runtimes.  I tried using PA without 2015 runtime... I believe it wouldn't launch at all... saying I need to install the runtime to run the program.  In 1903 it runs, but nags to install C++ 2015 but it runs without it.  Perhaps the regular build 1903 has some runtimes pre installed?  Then if you install 2015 you would have two versions of runtime in conflict creating a "side by side" error crashing the computer.  The error messages I did get indicated there is runtime "side by side" errors occurring.  I installed version C++ 2010 and it caused PA to crash.  Funny how PA doesn't use C++ 2010... but it would generate a "side by side" error as if there was some sort of pre installed runtime in the build.  

I do know Microsoft is trying to fix the issues of re-distribute runtimes for programs to run.  You never know which version needed until you install a program.  Most programs have the required runtimes included during the install process. 

The 2019 C++ runtime includes 2015, 2017 and 2019.  

PA will work without a runtime installed in windows 1903... but once you install Office 365 or Adobe programs, the runtimes will get installed and PA will cause the computer to crash and restart.

I'm having the issue on Z840 on windows 10 build 1903. I don't have Management Engine Software installed. What should I do?

If you need the Intel Management Engine, by all means install the driver for it.  I disabled it in the BIOS because I have no need for it.  I only have one computer and don't need to manage it from another location.  If you want to disable it change Manageability Application Configuration to disable... That will disable all AMT settings.  Of course HP will nag to install the Intel Management Engine, but why?  The driver isn't needed or the software.  It also nags for the Thunderbolt driver too, but I don't have a Thunderbolt card installed.  So why install something that you don't need or have.  

Ultimately, if your having problems with PA crashing your computer, there is nothing you can do about it... HP refused to acknowledge there is a problem with PA and build 1903.  I understand that Windows 1909 release will be nothing but a service pack update, so most likely the problem will be continued.  

I'm presently using Windows Insiders Build 18963.1000 which is a 1903 build too and PA works perfectly with it.  So why it doesn't cause a crash???  My guess is that Windows is changing how its designed... their is a core system with additional features added to the system its designed for.  Windows core program works on Xbox, Windows Phones, etc.  It adds what is needed with a desktop environment.  I know for a fact the cause for PA crashing 1903 windows is a C++ side-by-side error.  HP couldn't replicate the error... so it's not fixed.  They closed my support case.  Not enough users are complaining about it, so nothing will be done until more users complain.  

So use build 1809 or go to the Windows insiders builds like I did.  Even when 1903 was an Insiders Build, PA crashed the computer... there definitely is something about original 1903 builds that PA doesn't mesh with.  My current Windows BuildMy current Windows BuildThe PA setting to turn off Intel ManagementThe PA setting to turn off Intel Management

As you can see PA is working on my Z840 with build 1903 or 18963.1000 pre release.  In case you decide to go with the Insiders Preview... 18963.1000  is very stable, the newer build 18970.1005 has issues with the settings interface... so I'm staying with 18963.1000 for now.

My research on this problem has led me to the fact that 1903 .Net 4.8 is defective and is causing errors with other programs too. Their is no fix available for the retail version as of now. The fixed .Net 4.8 version is only installed on the Windows 10 insider preview builds. 
I guess that’s why PA works on my computer. The fix really does work. Unfortunately... it’s not available for the current release 1903... very odd indeed.
