HP z420 XTU advanced tuning all grayed out

I installed XTU on my HP z420 in order to overclock my CPU [XEON e5 1650 0 3.20gh] 

so I was asking if there is a way to unlock it to be able to control those settings

Unfortunately, you cannot.  I ran into the same problem with Intel "K" (unlocked) processors.

When you look here amongst thousands of HP System Z420 Workstation Users: https://www.userbenchmark.com/System/HP-Z420-Workstation/3128, you'll see that the best a Xeon E5-1650 v2 will run/perform is: Base clock 3.5 GHz, turbo 4.2 GHz (avg).

Unfortunately, you cannot access XMP, and you cannot overclock your HP Z420.
