HP BD-RE BU20N used to be able to write dual-layer DVDs as late as last week. Now, it gets through 9.5minutes of a reported 10 minute burn cycle when Windows throws an alert sayint the write has failed and the media may be unuseable (which it is). Write attempt made from Windows (10 Pro 64-bit) File Explorer. The only thing that changed was an update from BIOS 2.45 to 2.46 for the motherboard which I don't think should have impacted the BD-RE device. There doesn't appear to be any related event in the event log.
Also wondering if this unit is compatible with and possibly in need of SP84641"HLDS BU40N Optical Drive Firmware Update".

strang as it seems the disks are most likely bad, we buy optical media in diffrent formats (single, dual layer) cd/dvd/blue ray
in bulk 50 spindle groups and will sometimes come across 3-5 disks in sequence that are unuseable before we again get back to a working disk
i recomend you buy a new low disk count disk pack of media or a single disk from a local seller if you can and try it

I gave up on Windows File Explorer and used Nero Burning ROM. So it seems it is not the HW or BIOS but rather a File Explorer issue. (It is always tricky writing to optical media - if I don't have the right folders open it often tells me there is not enough space, and I have to open a second window on the disk on which to drag files from the original window before it will "accept" them for writing to disk. So this may be another case of File Explorer getting "iffy" on optical disk writes.)
