Which windows 2016 edition are you using and what about the language?
We have seen a similar issue on Windows 2016 German version, for some reasons(OS LEVEL) the c:\ProgramData and "c:\ProgramData\Application Data" are NOT pointed to the same folder which causes the failure of copy file.
Follow the description below to see if it works:
1 Once get fail please go to C:\ProgramData\HP\HP Device Manager
2.Copy all the folder under HP Device Manager to C:\ProgramData\Application Data\HP\HP Device Manager
3.Re-run the HPDM Installer in the OS
My opinions are my own, and do not express those of HPI.
