HP Z420 Base Model Workstation

during startup, the LED flashes 4 times and beeps 4 times. the computer does not start. if there is no electricity for several hours, it will sometimes start

According to p. 146 here: c04205252 (hp.com), that 'sounds' like a: "Power failure (power supply is overloaded)":

Please follow the directions as provided.

 

In order to best assist you, it would also be helpful to know how your HP Z420 is configured: what processor, RAM, graphics card (if any), etc. and what power supply you got installed.

The power supply is standard 600w. I disconnected: graphics card, disk, processor, ram and still the same

Interesting, because your 600-watt power supply (p/n: 632911-001) is easily capable to power your PC.

 

If your issue were mine, I would try out a different (400-watt or more) ATX power supply in order to ascertain if your issue can be blamed on a faulty power supply.
