The character @ is obtained by SHIFT+2, if your version of Windows Display Language is English (United States), or one of several other English versions across the world.

However, if your version of Windows Display Language is English (United Kingdom), then SHIFT+2 yields " instead of @. You have to remove English (United Kingdom) from your Windows Display Language settings, as discussed in this link:

Note that it turns out to be rather difficult to achieve, as you may find out in that discussion.
