When my HP z820 device plugs in the power cord, all the fans work. constantly working. my computer does not turn on.
Power button is blinking blue.
no beep.

Havn't seen that behavior before...
I've had an X58 based i7 behave in a similar , but it never looped like that. Only powered on and then died...
fashionIn that case it was a matter of CPU overheating caused by dried out thermal paste.
My suggestion is to start from scratch. Disconnect everything that is not absolutely necessary for the computer to post.
Disconnect your RAM, leave just one stick (in the right slot of course), disconnect your hard drives/ssd's and your graphics card and other PCI-cards.
Unplug all cables that connects to the motherboard and plug them back in again.
Leave only the one stick of ram and the CPU cooler on there. Start it up and see if it behaves any different when it's "naked". You won't be able to see anything on your screen since you unplugged your graphics card, but you'll still see if it makes a difference...
The blue flashing light is a bit of a mystery to me. As I wrote earlier, blue flashing light should mean stand by. If there was a major problem with heat or power you should get some kind of indication of that in form of red light and beeps from the speaker. But since it shuts of so quickly, it's hard to tell whats wrong...
