HP 349576-005 XW8600 Workstation Front Switch Power Button On/Off LED Assembly 706695167096 | eBay

349576-005  or -006.

You need the thermisitor that is embedded in that cable to be fixed.  Easiest to just replace the whole assembly.  You do not live in 0 degrees C and if the motherboard hears it is 0 or 180 degrees C it knows things are off and is programmed to ramp up the fan speed regardless.  This is all in here many times over.  That is what the search tool is for and start with thermisitor.  Do a little searching, but go to eBay and you'll find the cost is about 25.00 USD for the fix.

Do your own homework.. My recall that the xw6600 and the xw8600 had two different lengths of these cables, and that you could use a xw8600 cable in a xw6600 but not the other way around because the difference in size of the larger xw8600 chassis.  I fixed this issue in an xw6600 using an xw8600 cable, but over the years HP has kept messing with our forum and deleting old posts in the process so you'll likely not find my old post on the exact parts numbers..
