HP Recommended

Hi. I have a PC Workstation HP Z620.

Pc was working fine, but sadebly just stopped working and it smells burned plastic. When i try to to switch it on, a red light beeps 4 times and won’t allow mw to start. Also, what I have notices as well is a light flashing on matherbord whe MEM FAN is written. Could the fault be the 

HP Z620 CPU 2 Fan & Heatsink. 

or is something else. How to solve this? Please help me ASAP.
