some 3rd party venders may offer "bundles" where they include the software and hardware package for a single price when buying a system
or you can buy a recommended system that the software maker recommends as suitable, but in either case the software (and hardware) is not free it's price is either part of the combo sellers price or as a separate price for the software only
there are some free "shareware" cad packages, search for them, but in general all full featured retail cad packages are not free
use google to search for the free packages

I have recently downloaded and started using Fusion 360 at home. It required some effort for learning how to handle it, but it is fully featured. Also please note that all your designs are actually run online and are kept on Autodesk.com cloud.
It is free for use by individuals with the following condition stated in their website https://www.autodesk.com/campaigns/fusion-360-for-hobbyists :
Individuals with “hobby businesses,” generating less than $1,000 USD in annual revenue, are exempt from the non-commercial requirement, thus for the free, personal use of Fusion 360.
