Mother board power on issue

My mother board did not power on on normal CMOS jumper setting 1-2 but got power on when CMOS Jumper is on 2-3 reset position it goes to BIOS SETUP Directly

I tried new CMOS battery I have changed jumper, power supply, take board out of casing , washed it , tried to short jumper directly below the board but problem remain same

Any one to help and give solution please

some atom cpu's had a cpu defect that rendered the cpu non working before you go further check that you do not have one of thes defective cpu's

Cpu got power on but on CMOS reset position on 2-3 but not on 1-2

Give display goes to bios reset position
