My old links to the HP pages that provided this information no longer work -- but from what I recall, this code also includes the Memory Controller -- a chip on the motherboard. And if that has failed, nothing you can do will fix this.
If you have another PC that can use this RAM, I would try both sets in that PC and if they work, then it probably is the Memory Controller.

4 beeps = a power problem of some kind.
See the Troubleshooting Guide, Appendix A, page 58 for how to troubleshoot the 4-beep code error:
