HP Z620 Base Model Workstation

Hello experts, I'm facing problem with my HP Z620 Workstation which is now unable to boot only fan spinning after few second of power ON.

The problem started a month ago, the system started rebooting during loading Windows 10, I thought that this may be due to problem with OS so i installed fresh OS but probelm still remain same, I restored system BIOS to factory defaults but still same as before, I checked board capacitors and other components and found non of them damaged.

Then i tried to flash BIOS using freeDOS and the system started working but with an error  somthing like this "Thermal sensor not programed" anway i was using the system by pressing F1 during boot to bypass the error.

But now the system is unable to boot just spinning fan fastly after few seconds of power ON, I thought that its due BIOS firmware damaged to i removed BIOS chip from system and tried to read using EASY JTAG SPI tool v1.0.0.0 but it gives me verification failed error and file not being saved so i tried almost 7 times to read but failed after that i thought that the problem with the chip itself so i tried to erase it but again got error.

I tried to read using CH431A programmer after moding voltage but the chip was actually erased, please let me know how can i fix it?
