PC keeps rebooting and beeping two times shortly at startup after bios reset

Hello, I have Z240 Tower Workstation, I wanted to reinstall Windows at my workplace so I decided to reset bios because no usb flash drive was visible, after resetting a bios, PC keeps restarting several seconds after it powers up, it makes two short beeps before it restarts, i have removed cmos battery, pressed power button for 2-3 minutes, removed video card, removed one ram, removed hdd, cd drive, keyboard, mouse and the problem is the same, i have tried BIOS recovery, flashed BIOS to the USB flash drive (made it 512mb FAT32/FAT16), pressed windows button + B at the same time and powered on the PC pressing pwr button for several seconds, nothing helped the problem is the same, also found on the internet E15 jumper (crisis jumper) option, but it does not have 3 pins, the jumper is only 2 pin jumper.. If there is some kind of solution it will be great, thank you for attention and i hope someone will help me because I have already spent 5 hours trying different things..

you appear to have a BIOS issue and will need to do a bios recovery

First of all Z240 does not have 3 pin E15, it has 2 pin E15, when I get out green jumper and place it on E15 the flash drive starts read and then stays led on forever, at the same time front panel starts blinking 2 red 2 white codes (2 long 2 short), i dont know what to do next, i tried another gpu too
