I have similar PCI Serial Port driver issue on Z1 workstation (WM432EA#ABS) than described in solution https://h30434.www3.hp.com/t5/Desktop-Hardware-and-Upgrade-Questions/PCI-driver-issue/td-p/6809698
Here are the Z1 PCI Serial Port device details from device manager;

This package contains the Intel Management Engine Software version 11.0 for the supported Workstation models and operating systems. This package installs the latest Management Engine Interface (MEI) and Serial-Over-LAN (SOL) drivers, as well as Intel Management and Security Status (IMSS), to support Intel Active Management Technology (AMT) versions 8.x and 9.x.

no, the softpack you reference is for Windows 8, 7, Vista, XP
you need the "SOL" /"AMT" management driver you don't specify which Z1 model so i can only guess it's the entry model

The driver I gave him is the correct one right from the support page.

ah,....the All In One (AIO) Z1 not the Z1 tower model which is indeed a different system............. so disregard my AMT tower link
the Intel Management Engine Firmware Update link is however applicable to his Z1 AIO model and should be applied
