Hi:

 

That Gigabyte utility is a program you run that will put the USB 3 drivers into your W7 installation flash drive for you.

That got it. it took 2 tries, because i think my first USB was too small. it completed, but still failed to install/boot.

I now have windows 7 running on a Z4
