When restarting a Z2, after a power off forced shutdown, what is the recommended process for discharging all hardware capacitors?

as far as i know HP does not recommend or require you to drain the motherboard or power supply capacitors before a restart after ant sort of shutdown including a forced shutdown via the power button or power cord removal
the only time a capacitor discharge might be required is when add/removing pci-e cards/ram/cpu replacement and that is done by simply removing the power cord and pressing the power on button for 10/15 sec
