Is there a PCI-e card that adds a Thunderbolt 3 port to a Z440 workstation?
Even if there is no officially supported card, is it possible to get it working with another PCIe card, possibly without the Thunderbold header connection? The goal is to connect a Sonnet Breadaway Box with an external GPU to the computer.
It should work on Linux mainly.
Also, is this be possible on a Z840 workstation?

I'm not absolutely certain, but I believe that that the z440 and z840 amy only support Thunderbolt 2:

As to installing a third party TBT 3 card, these appear to be PCI- E 3.0 x4 and need to be connected to a motherboard TBT header. The HP TBT 2 card also uses an internal connection, but I can't find the specification of that connection on the z440 vis-a-vis on Z4. The situation apparently hinges on the specification of the internal connection.
