Three workstations all bought at the same time with the same serial number apart from the last letter all gone wrong and now unable to boot. SFC and CHKDSK does not work and we are unable to reset the machines to factory settings. It does seem like a cluster of machines that has inherent issues. Has anyone else had the same issue with HP Z4 workstations

Most cases like this are usually due to user error, and it's difficult to troubleshoot a problem like this over the internet
I recommend you visit the HP site and use "cloud recovery" to create a working USB Key OS restore image
https://support.hp.com/us-en/document/ish_4511095-4511141-16
then go to a system with a problem and set the bios to factory defaults, then use the USB key and restore the factory OS image
