When I press the power button, the power LED comes on, but turns off immediately when I release the power button. Not sure what this means

it means that you most likely have a power issue, most likely a direct short exists somewhere in some component that is causing the power supply to shutdown if you don't know how to do basic troubleshooting, you will need to take it to a repair shop and have them try to determine what has failed

Apparently it was the m.2 wifi card causing it, removing the m.2 wifi card lets the system power on normally. It's a Intel AX201, I hope it's not the bios whitelist causing this issue

 

I'm now trying to update the BIOS as the board says it's in factory programming mode. However it's not finding the .bin file even though I used the HP tool for making a USB drive to update from.

if removing the card allowed the system to boot then you either had the pci-e card installed incorrectly (misaligned in slot)

 

or if a M.2 format card, you are inserting the wrong type into the slot. M.2 is simply a formfactor the wiring to said M.2 can be different depending on what the mfgr decided to use the slot for examples are SATA or nvme or PCI (wireless card)

 

inserting the wrong type card in a M.2 socket can cause power pins on said card to be shorted
