I have elitedesk 800 g4 dm 35w
Can a 65W CPU be installed?

I take it the "DM" means Desktop Mini.  

 

Get the latest QuickSpecs from HP for that family of 4 different form factor computers.  Here is an example, version 35, from the end of October last year:

Go to the bottom of page 10 and the left column is your DM box.  Go through the entire list and get the PassMark scores for what HP has approved to install in that box.  HP generally does not support upgrading a processor to another version, so you're on your own there.  Then, upgrade your BIOS to the latest, before you install what you chose.  This is mainly a workstation forum; I bet the processor upgrade process is harder on those smaller boxes... more like a laptop size/access.  YouTube may help....
