Your title for your post says "Z250" but your post says "Z240 Tower". What is correct?

I'll assume you meant Z240 because there is no Z250. There also is no Z240 processor that officially meets the Microsoft requirements to run W11 22H2 Moment 3 (the latest W11 release to mainstream consumers).  However, there are some workarounds that allow that latest version of W11 to run on the Z240 and even older HP workstations.  You can find my method if you search for the "hybrid" approach. You can find Paul Tikkanen's method using Rufus here. DGroves also uses a Rufus approach.

You'll need to be an advanced user to use any of those.

actually i consider the "Rufus" method to be a very basic level to make a win-11 installer that will install on systems that do not meat the TPM/CPU/Ram requirements

using rufus to do this is quite easy and is fully GUI driven (no command line arguments)

simply download the official MS windows 11 ISO, (do not use the usb key option) you must download the ISO image of windows

now insert a 16 GB or larger USB key

once downloaded, download "RUFUS" and run it, select the win 11 ISO image and check the boxes to remove the TPM/CPU restrictions  then select the MS win 11 image and rufus will read the ISO and create a bootable win 11 usb key that will install on any system as the TPM/CPU requirements have bee removed
