upgrade CPU and GPU

I have used Hp Z620 workstation with Intel   Xeon e5-2620 2.00GHz, nvidia quadro k2000, 16GB RAM DDR3 1333 MHz , boot block date is 3/6/2013

what is the best processoris can I upgrde it for Hp MBD and it's possible to upgrade the GPU to RX 580

You have the version 2 Z620..... many of us use only a single processor so it can be a E5-16xx if you plan that.  You don't need 2 QPI links for that.  I chose a E5-1660 v2.  You might want a E5-1680 v2.  Those roughly are 150.00 and 200.00 USD respectively used via eBay.  They can be overclocked  to a moderate degree as our friends here Bambi and Brian have detailed.

You'd want to fill all 8 memory slots with 1866 identical sticks ideally.... I went 8 x 4GB each, used HP ECC registered.  The faster v2 processors can run the memory at the same high speeds (assuming the memory is 1866 MHz).

I don't know about the video card......

The CPU choice is dependent on the use of the system. The decision is based on whether single-threaded perofmrance or multi-threaded performance is optimal for the applciations.  Single-threaded is a function of the clock speed and multi-threaded is based on the number of cores / threads. For 3D CAD, simulation, and most of graphic design and photo editing, the single-thread peroformance is emphasized whereas for CPU rendering, VM, server, and database, more cores are the priority.  Some systems will need both aspects to have high performance.

As the boot block date of your z620 is 2013, that system may use the Xeon E5-11600 v2 and E5-2600 v2 processors.  in general the E5-1600 v2 series - up to 8 cores-emphasize single thread and the 2600 v2's- up to 12 cores- multi-threaded and the 2600's may be used in pairs, so a 24 core /48 thread system is possible.

Keep in mind that for full perforamnce of E5-v2, the RAM will need to be DDR3-1866.

In the E5-1600 v2 series, the highest performance will be E5-1660 v2 6-core and E5-1680 v2 8-core, while the E5-1650 v2 6-core is the best value. These three processors are distinctive for Xeons as they may be overclocked using the Intel Extreme Tuning Utility. My z620 with a z420 liquid cooler runs an E5-1680 v2 with all 8-cores @ 4.3GHz and forum friend Brian1965 uses one at 4.7GHz. I'm considering using an external liquid cooler for 4.6GHz. There are a number of E5-1680 v2's on Passmark at 4.6Ghz and one adventurous user with an ASUS motherboard shows 5.1GHz Turbo. A previous z420 used an E5-1660 v2 at 4.1 and 4.2GHz on air cooling. The 1660 has an advantage as the all core- speed is 3.9GHz whereas the 1680 runs at 3.4GHz. The E5-1650 v2 is very good as well, running up to 4.6GHz on various motheboards and it's very reasonbly priced today. On HP, the highest Turbo on the 1650 v2 on Passmark is 4.2GHz. On a strict budget, the E5-1620 v2 4-core is quite good- @ 3.7 /3.9GHz or  good budget 8-cores are the E5-2680 and E5- 2690 - those are fiest version E5's and will run the memory at 1600.  I have a z420 with an E5-1620 v2 and prevously a z620 with 2X E5-2690- both very good performing systems.

For E5-2600 v2 series, a  very good performer is the E5-2690 v2 10-core and the best value is probably the E5-2680 v2 10-core.  The 12-cores may be considered, and the Xeon E5-2697 v2 2.7/3.5GHz that new cost nearly $2,000 is today (12.18) costs a bit less than a used E5-1680 v2. (new $1,700)

Certainly the z620 will run an RX 580- or about any GPU available except there seems to be no Passmark test results for any HP system -out of 71,000 tested- using an RTX.   I use either a Quadro P2000 or GTX 1070 Ti and I recommend the P2000 highly for applications with viewports and emphaszing AA and OpenGL. A good budget GTX is the GTX 970 and the Quadro P1000 is a good budget Quadro.

Yes, I think the E5-1650 v2 is a very good processor for the cost today.

The E5-1650 v2 will run on DDR3-1333, but it will have the best performance using DDR3-1866  ECC unbuffered. 

If the RAM speeds are mixed, the system run at the lowest of the speeds. 

For the best results, the  2 memory channels of 4 modules each should be complete in the proper placement (one channel has white slots, the other has black slots) and  all memory should match in GB, brand, and speed.  I always use RAM (it's usually Samsung) that has the HP parts number on it so that all the timings match.
